What are the rules for notifying immigration upon returning to Thailand with a re-entry permit?

I have just heard of this rule where if you leave the country on a re-entry permit you have to notify immigration within 48 hours of returning to Thailand. 

Does anyone know about this? Does it matter if you have previously notified then that you are the owner of a property here? Or better yet why?
