TLDR : Answer Summary
To apply for a Non-B visa at a Thai embassy, you must provide proof of your current location. If you are applying from your home country but intend to submit your application at the Thai embassy in Laos, you will need to show proof of entry into Laos, such as a visa or entry stamp, when you apply. After submitting your application online via the eVisa system, you will receive a confirmation that allows you to visit the Thai consulate to pay for your visa.
Then when you go to Lao and apply for the Non-B visa you will upload the Lao visa/entry stamp as proof you're IN that country when you apply.
Once you apply online via the eVisa system you get a confirmation so you can go to the thai consulate and pay for the visa in person at the consulate you applied at (Vientiane or Savannakhet)
AND
After that you wait IN Lao until the visa is approved or rejected.
takes as long as it takes ๐ as a rule IF you uploaded all the documents correctly that were required (meaning they don't have to email you for additional documents) it should be about 3 working days from when you go pay for the visa at the consulate
