I have an Iranian friend who cannot fly to Iran now due to the virus. His visa will expire at the end of this month and would like to know if the Thai immigration will issue a Non B visa here because of the circumstances we are in. Normally he would have to get one in Iran. Thank you.

I'm almost 100% certain the answer is no; people from Iran generally have to get it back in Iran. BUT ask the local immigration office for their policy if it's possible to convert a tourist visa to a Non-B visa.
