The information counter at Phuket immigration said I cannot apply for a 12 month extension from a COVID extension. She said it would have been possible from a visiting family extension.
Jeno Szabo i was at Phuket immigration earlier this week and asked the same question. I have a ME non O based on having a Thai wife. I am currently on the 60 day extension for visiting Thai family. I need 2 more months to season my funds before i can get my 1 year extension based on Thai family. I was told to apply for the 60 day covid extension and then to apply for the 1 year extension. They gave me the paperwork for both of these and told me it would be ok to do it this way.
I trust most of those foreign volunteers at the immigration offices about as far as I can piss :O but at least you got the info from a real thai immigration officer

and I think that's a "lost in translation" because I know people who had a 60 day family extension and applied for the covid extension so that they could get their money seasoned the correct amount and then went and applied for the year extension after that.

Someone is giving you bad info because an extension is an extension and I know people who got the 60 day visit family extension, then got the unable to travel due to covid extension and then got a year extension. As long as the ENTRY can be tracked back to a Non-O visa entry you should be able to get a year extension.
What did you enter the country on before it locked down? Was it a 90 day Non-O visa entry?
