An embassy is another countries territory, so "French embassy in Mauritius" is simply France. It's really that simple.
no it is not, French embassy in Mauritius is just French embassy in Mauritius and not France. The Vienna convention describes this. Mauritius has no right to enter the embassy without permission, not even police in case of suspected crimes, but it still is Mauritius and not France.

It is not the Embassy that are ridiculous, you have made a mistake in the part of the application, that most Embassies very explicit write on their website, that you have to make sure the information is 100 % right, since it can not be corrected later, neither by you or the Embassy staff.

I found interesting that if I well remember, the e-visa system to apply for tourist visa wonât let you go through if you make this mistake but not the DTV for which they will get $$ and can reject without any further explanation or assistance

All visaâs can be rejected, and the visa fee is of course non-refundable, since the Embassy has used time to proces the application.
some rare cases can be different. I have a friend who is Syrian nationality but heâs a refugee and canât get a passport from Syria. So, France is delivering the passport but nationality is âSyrianâ
