Why was a Power of Attorney required for filing my TM30 in Thailand?

Ok, so after not doing my TM30 when I came back from Vietnam in May, went to do my 90 day at Nonthaburi and was told I had to pay the fine! 800baht. Now I have no problem with that, even though they have never enforced that law before. However, when I went back to file the TM30 and pay the fine, the IO made my Thai girlfriend fill out a “power of Attorney “ form. I had all the documents required from the owner of my condo, ID, House Registration etc! Can anyone explain the reason for the power of attorney?
