I tried to download the Section38 app to report TM30, and according to the Playstore it is not available in my region (I am in Thailand). Has this app been replaced by a new one?

You don’t need an app to report. I use an immigration website. It works just fine.

can be done but it's pain to register and site is cumbersome and often not working, phone much easier

Physical location is irrelevant. It matters what region or country your account is set to normally.

Not sure how the Playstore works but if it’s like the Apple App Store each region has its own apps (many are universal).

Apple App Store doesn’t care where you are but it depends on which country’s store you’re logged in to as to what apps are available.
