its not new. every foreigner must report every 90 days in thailand. its just going to immigration with your passport. easy process. longterm visa holders can do it online but with the DTV you will have to go in person.
90 days in person… 180 days in person as you either extend or re-enter… only in case you extended your dtv you will be able to do the 270 day online. the 360 day will be another re-entry. so in most cases you will have to do it in person. after re-entry you probably have to go in person again after 450 days. repeat…

No you don't have to go to an office, you can do it by mail. Send in the form 14 days before the due date. Enclose a SAE and they'll send back the notification
yes, you have to go to an immigration office to do the first 90 days report every time after entering the country. People on longterm visas can do theirs online from the 2nd one, but with a DTV you will either leave the country within 180 days or go to an immigration office anyway for extension.
If you do an extension I guess the 3rd one can be made online (or am I thinking wrong? 🤔)...
