With respect to the current 60 day covid extension which is set to be discontinued at the end of September (if reports are accurate).
Say if you have a non-immigrant O 90 day entry (visiting family) expiring mid October. If we went into extend for 60 days before the discontinuation (ie before the 27th of September) - will the 60 days be from the end of September or will it be from mid October?

Sadly, that's going to be an "ask your immigration office" question. The 60 day extension of stay based on unable to travel due to COVID-19 *GENERALLY* beings on the date you apply for it, and lasts for 60 days.
On people with a single entry Non-O visa, a person can get ONE 60 day extension of stay based on visiting Thai family (or unlimited one year extension of stays based on marriage to a Thai national/ raising half-Thai children).
I do not think a person can get a 30 day extension of stay based on tourism on this visa.
oh that’s good to know that 60 days is available on that basis then and will save a bit of hassle! I know the years extension requires money on the bank but I presume the 60 day one doesn’t?
That's correct. The 60 day extension of stay based on visiting Thai family has no financial requirements. I recommend getting the 60 day extension of stay based on unable to travel due to COVID-19 first, and then the visiting Thai family after.
