You will have to visit all the necessary offices and go to the Transportation Office, where you can apply for a driver's license. U can get Driver license with simple tourist visa. No need DTV. I got it that way

Anonymous participant 1. Make appointment. 2. Bring passport, medical statement, two photo's, residence proof. 3. Sit in classroom for 5 hours - do test. 4. Next appointment - do driving test. Done.
