I'd like to know is there's an expert on how to fit in the requirements of Non-b and Work Permit when the Job you're offered doesn't match your degree and experience.

the company should provide you with documentation to take to either the immigration office or a thai consulate in another country and apply for a 90 day Non-B <- business visa.
They should also tell you if your degree needs to be certified by your consulate or anything else

The company you're going to work for provides the documentation so you can get a non-B visa and a work permit.
There's no "expert" required to shoe-horn your skill set to the job. Either you meet the requirements to get the Non-B and work permit or you don't. If a company is willing to hire you they must believe your qualifications are sufficient to get the visa and work permit.
