TLDR : Answer Summary
When obtaining a new passport while in Thailand with a Single Entry Tourist Visa (SETV), the visa itself cannot be transferred to the new passport, as it is tied to your old passport. Instead, you will need to carry both your old and new passports when leaving Thailand. It is advisable to consult your consulate for proper documentation, which may include a letter for immigration purposes when coordinating your travel.
They transfer your stamps not the visa. You will still need to show your old passport when leaving. There are few visa transfers within Thailand and SETV isnt one of them
I might add that my local immigration was also clueless when I did my first extension. They tried selling a multi entry to go with my extension.. I told them the visa already allows me to do this that is what the M means written on the visa. They didn't believe me and told me my visa would be cancelled if I left the country. So it advisable to get knowledgeable about the visa you are on.
is totally correct, both Thai Elite visas AND diplomatic visa stickers are indeed transferred to a new passport when you get one.
I don't mention then when I say they do not transfer visa stickers to new passports because A) people on those visas are not all that common and B) people on those visas already know they DO indeed transfer visa stickers for those types to new passports and C) it would only confuse people not on those visas to mention them :O
I recently got a single entry tourist visa transferred from my old passport to the new one. Just provide the letter and it's not a problem.

they didn't transfer the VISA (which is a sticker) what they did was note you had a tourist visa in your old passport and transferred the entry stamp.

This is another posibility, but when I got a new passport in Bangkok some years ago my consulate told me to go to Inmigration to do what I said before, so that is what I did, ten minutes in the office and no cost. When I went out of the country, I didn't need to show the old passport with my visa, because there was a big stamp in the new one explaining what happens.

They will NOT transfer your visa. It is a SETV so your visa is already stamped used on entry and become a nice memory in your old passport. You take both passport with you when you leave the country when your Admitted to Stay period is finished or take both passports to Immigration to apply for the Extension of Stay.

Yep, your consulate give you that letter with the new passport.
