when you enter on a 60 day tourist visa, the only extension of stay you could apply for is a30 day extension of stay based on tourism.

Since October 2020, the government been offering a 60 day extension of stay based on unable to travel due to COVID-19. The OP is asking if he can get the 60 day extension of stay based on unable to travel due to COVID-19 instead of the 30 day extension of stay based on tourism, and if so, then which immigration offices would offer that extension.

Because there are 70+ immigration offices, each with their own policy, it is impossible to give an answer.
