TLDR : Answer Summary
A user inquired about obtaining a new Non-O visa while in Thailand after their current visa expired. They are under amnesty and lack the required documents for renewal. The advice provided indicates that they cannot apply for a new Non-O visa from within Thailand during the amnesty period. Instead, they must wait for the amnesty to end and then can either obtain a new visa at a Thai consulate in another country or re-enter Thailand on a visa-exempt or tourist visa before applying for the Non-O visa.

You're on amnesty until the 31st of July. There's nothing you can do to get a new 90 day non-O visa inside the country because you're on amnesty. You need to wait and do what the government says amnesty holders need to do, then either go get a new Non-O visa at a thai consulate in a nearby country (IF you can) OR come back in on a 30 day visa exempt or tourist visa entry and apply for the Non-O visa inside the country at the immigration office.
Because the country is CLOSED to people comin' in right now you're not gonna be able to do anything but sit tight on amnesty and wait to see what happens.
