Both my wife and I have 60TR visas which we applied for using flights to Phuket via Bangkok ( only option at the time )
Now with things changing we are planning on staying Bangkok 1 day quarantine then travelling onto different destination
Question is do we need to reapply for visas ??

As long as your TR is valid, it will be okay to enter Thailand. You don't have to (and you cannot) apply for a new visa. But if you already have approved CoE, better to check if you can have Thai pass at the same time.

If your flight lands late in the day be prepared to stay two nights in Bangkok to allow time for the RT-PCR COVID testing and lab results.
In other words do not plan to fly to another city in Thailand the day after arrival.
