TLDR : Answer Summary
Yes, you can extend your retirement visa in a different province in Thailand. Before doing so, ensure that you or your landlord file a TM30 form to notify the immigration office of your residence change. It's also advisable to check if you need to submit a TM27 form for changing your address. You must report your address to the new immigration office every 90 days, and after that, you should be able to apply for your visa extension at the new office. However, note that some immigration offices may not grant the first extension for a visa issued in another province, so it's essential to check in advance.

you are correct, you can't get an in country 90 day Non-O visa from the immigration office at one province and then go to another province to get the year extension. You start and complete the process at the same immigration office
BUT
once you have a yearly extension you can indeed file 90 day reports at a different address if you moved.
of course you can file a 90 day report in a different province from where your extension was granted, you just have a TM30 showing you live in that province now and maybe the Tm27 change of address form.
Then you can do 90 day reports at the immigration office in the province where you live no matter where you got the extension
