At present I have a Non- OA visa on second year extension to expire September 26, USA citizen.
Question 1. Is it possible at the end of the second year to get another one year extension { third year }?
Question 2. Is it possible to change this OA Visa to a Non-O retirement Visa in country?

Doubt you're on any extension at this point from an OA visa.
I would bet is that you exited/re-entered just before the actual visa ran out last year w/new insurance and were stamped in for a new year entry stamp.
I say that because most people get 2 years of stay out of OA visas (by bouncing out and back before the visa expires and with new insurance getting stamped in for another year)

You can apply at the immigration office for a year extension on this current OA entry stamp you have.
You'd need a new 100K USD insurance policy from one of the approved thai carriers, you'd need 800K baht in a thai bank account in your name only for 2 months before you apply for the extension.
GO to your immigration office and get the hand out listing the requirements for a year extension,
Nope it is not, you'd have to exit the country to get off the OA entry stamp you're on now, and either get a 90 day single entry Non-O visa from a thai consulate in a nearby country then come back get stamped in for 90 days, show 800K baht in a thai bank account in your name only for 2 months, then apply for the extension when you have 30 days or less left on that 90 day stamp
OR
You come back in on a free visa exempt entry, apply for the 90 day Non-O visa inside the country, then after that you apply for the year extension..
There is no way to go from an OA visa entry to a Non-O visa or extension inside the country.
