Happy new year, everyone! And thank you for all the brilliant information. I have benefited from you since Covid. 

I got a 60 days Covid extension. May I apply for the 2nd Covid extension within the final 45 days before my last day (before Jan25)? If I can, will the 2nd extension start from the due date of my current extension or from the day when I apply for the 2nd extension? 

In theory, will only twice extension be allowed?

Will people, regardless of passport citizenship, get a Thailand TR visa from Cambodia?

whether an immigration office will sell you another 60 day covid extension while you still have a lot of time left on your current stamp is between you and them <- that means GO ask them when you get closer to the program running out on the 25th of jan. In theory you shouldn't have a problem but you might.

Also whether the thai consulate in Phnom Penh will sell tourist visas to people without regard to country passport origin is between you and them. GO to the website, read the requirements for a tourist visa, and SEE if they list any countries that can't get visas from the consulate there
