I have a type 0 non-immigrant "marriage " visa multiple entry on a US passport where I have to" bounce" every 90 days. This visa expires 10/2/2020. 90 days are up 3/27. May I still apply for a 60 extension? This would be my first.

Yes you can. You will apply for an extension of stay based on visiting Thai family. This extension of stay is good for 60 day, will cost 1,900THB, and DOES NOT require proof of income/ savings.
GO to your local immigration office for the handout. It usually requires the wife to be with you as well.
