What are the requirements for applying for a retirement visa (O-A) in Thailand, especially concerning medical insurance coverage?

I'm trying to apply for visa with intent to move to retirement. The current COE requires full coverage of medical for the application. If I try to apply for O-A do I need to show more than one year coverage to meet the requirements? Which I cannot buy.

Alternatively can I apply for shorter term and convert? Do I still need the full proof of insurance to convert in current climate?
