My friend has her NON B Visa refused in KL. is this a new rule ?

I'm thinking on what is next? Without the visa, she is not allowed to work inside Thailand anymore.
If she got all the documents of application back or can get a new set from her employer, maybe try again in Kota Barhu, north of Malaysia before making way back into Thailand.
If that does not work, only option I can think of is to get a new passport, get all documents again, apply in another country for the Non Immigrant B visa and start work again. In the mean time company have to get their act together to meet the requirements of Immigration in a few months time.

The note looks self explanatory. They are not prepared to continue to issue a single entry non b visa one after another anymore.
Imo, you will likely see more Embassys and consulates going the same route.
