My friend just arrived here on 45 days visa exempt entry.  

He is on a UK passport.  

Where would he go for his 30 day extension and possible covid extensions?

That person is NOT here on a Visa On Arrival <- the visa on arrival program is cancelled.

You had it right when you said the came in "visa exempt" <- that means they get in free without a visa :)

Your friend would NOT go to Chaengwattana to get an extension (not the regular 30 day one and not the 60 day covid one either)

In Bangkok, they would go to the alternate immigration office at Muang Thong Thani and use Counter K,.
