If she marries that english guy on the retirement visa she WILL NOT be able to get an in country Non-O visa based on being the spouse of a retiree because that is one of the few reasons they will not issue in country 90 day Non-O's for.

If she chose to applying for raising her kids in Thailand she needs 400k in the bank, how many years of Visa can she gets for that? Her children are about 15.

Remember, she needs to have at least 15 days (21days in Chaingmai) with her current stamp to be able to apply for in-country Non-O raising half thai child.
She may be able to apply for Non-O trailing spouse to a foreigner who is legally living in Thailand. Their marriage needs to be de facto and de jure Thailand recognizable. For this, there ais no requirement of funds for a spouse.
Or
She may also be able to apply for Non-O raising half Thai child if she lives with her child(ren) in Thailand. She needs to meet the requirement of 400K banked money for this.
Contact the nearest Royal Thai embassy/consulate in your country.
She cannot apply in-country Non-O trailing spouse to a foreigner from tourist entry in Thailand.
If she is in Thailand as a tourist and she wants to go for a Non-O raising Half Thai Child, go to the local immigration office and ask for requirements for an in-country Non-O visa for this reason
