When re-entering by land the 90days gets reset from the day entered right? Would it even be necessary to do a 90-report within the tourist visas duration?

free stamp or tourist visa entries do not let you stay IN country long enough to be required to file a 90 day report so if you enter the country by air/land on those stamps you don't do 90 day reporting
doesn't nullify anything, if you were on a visa/extension where you did 90 day reporting, leave the country, come back in OFF that visa, as in on a free entry or tourist visa stamp you don't do 90 day reporting anymore
