I usually get it in koh samui where im not asked any proof of address or documents at all. Ive seen on other post that Bangkok and pattayas immigrations are more strict.

TLDR : Answer Summary
A Canadian tourist seeking a 30-day visa extension in Thailand can often obtain it without strict documentation, especially in places like Koh Samui. However, requirements may vary by location. It's advisable to check if you need documents like a TM30 receipt or proof of address, especially if applying in stricter immigration offices such as in Bangkok or Pattaya. Generally, you can use any immigration office, but reporting to the office closer to your registered address is recommended.
Thanks, as he is living in Bangkok is his rented condo, he should report in Bangkok. But as he using a Tourist Visa he can visit any Immigration Office after spending a night at a hotel in that place.

You should go to the immigration office which serves the area of the address you would provide on the application form. Some immigration offices require TM30 receipt, some may require just a proof of address, some don't.
