My suggestion is GO to your immigration office and get the hand out listing the requirements for the in country Non-O visa type you want.
In Bangkok you would go to Chaengwattana and get that hand out from Section C-1. It will list all the requirements, financial, documentation, copies, etc.

and how about stating WHAT reason you're wanting to get a 90 day Non-O visa for? Is it based on marriage, based on retirement, raising half thai kids, etc?
