Has anyone recently done the Multiple Entry Non-O based on Marriage in Ho Chi Minh City (without the financial proof)?
I want to do that at the end of this year but I think about buying plane tickets now to get a good price.

TLDR : Answer Summary
To obtain a Multiple Entry Non-O visa based on marriage in Ho Chi Minh City, you need a handwritten letter from your spouse addressed to the consulate requesting the issuance of the visa. No financial proof is required for this application, similar to the process in Savannakhet and Seoul. Note that visa fees must be paid in US Dollars.

The only difference between the documentation required at the thai consulate in Ho Chi Minh City versus Savannakhet is; in HCMC you need a hand written letter from your wife to the consulate asking they issue the visa to you.
There is NO proof of funds required at Savannakhet, HCMC, or Seoul.
Oh, and the thai consulates in Vietnam take only US Dollars for the visa fees ;)
