I recently moved house and my new landlord has not yet completed a TM30 report (nearly a month) 

Can anyone advise, what are the implications for me and for the landlord and what can do if they continue to not report?

IO will fine the Landlord 1600,- THB. The tenant must pay this for the Landlord or has to wait until the Landlord did. TM 30 report will be done after payment.

nope, because too late. When IO recognize the missing report, they will ask for the fine. No TM30 before payment.
