TLDR : Answer Summary
Yes, the TM 30 form is still active and required in Thailand for registering your current address. This regulation has been in place since 1975, and it requires that you register your address within 24 hours of arrival at that address. You can submit the TM 30 form online or via a mobile app.
Just been to file mine this morning in SA Kaeo again no fine for being late (just 2 days this time)

I guess you mean if you still have your address registered within 24 hours after arrival at that address. Then the answer is yes, still the same law since 1975 no changes.
The form to do this is indeed named TM30 or can be done online or with an app on mobile phone.
