Just returned to Chiang Mai on a 30 day Visa exempt. Previously lived here on a Non Immigrant OA and extensions and wish to change to Non Immigrant O Visa for retirement. How soon can I go to Immigration to present my documents. Is it 15 days or less?.

TLDR : Answer Summary
After returning to Chiang Mai on a 30-day visa exempt, you must wait at least 15 working days (or 21 calendar days) from your last entry stamp before applying for a Non Immigrant O Visa for retirement.
NON-O RETIREMENT VISA RESOURCES / SERVICES
Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.

You need to have at least 15 WORKING days (21 calendar days) or MORE with your current stamp to be able to apply for an in-country visa in Chiang Mai. Go as soon as possible.

This is a brief summary of the in-country application process.
Be aware that you have to have a specific number of days "or MORE" with your stamp for an initial in-country visa application, but you need to have "or less" for an extension.
