If you're asking can you live in Thailand on continuous 9-month tourism visits the answer is no. You might get away with two, but whether on the second one you are denied entry at the airport, only the immigration officer on the day can answer that one.

You can get close to 9 months out of it. Whether or not you can repeat it every year depends on the embassy and on how they weigh your travel history to Thailand.
Examples. If you get a multi entry tourist visa and you stay for a total of 4 months within a 7 months period, and don't go to Thailand during the other 5 months of the year, they should normally conclude that your intentions match with tourism, and that you qualify for repeating the plans. If instead you max your METV out to 9 months, the outcome could be different.
Despite the generous allowance of the METV; it is still not intended for constant living. For that you need a non-immigrant visa.

yes free I do not pay for BC medical and get 80% of my prescription paid for If it cost you 1000 dollars for lost work time you were in a bad job as all my time off work was covered by my company. Our health care is expensive however I go see my Doctor he listens to me and sends me for treatment which is all free and if I need a prescription 80% is covered.
