How long should I wait before returning to Thailand after multiple visits without getting turned away?

that depends on your situation and why you want to stay in Thailand.

there isn't always a correct visa which means you don't get to go there.

It can be the airline that brought you to Thailand, that also have to remove you from Thailand, if refused entry.

my daughter left Thailand yesterday morning to fly to Cambodia and then had another flight to re enter Thailand the same day in the evening

She was stopped by immigration and was made to book a flight home (Greece) for 60 days time

Initially they were telling her she would need to leave immediately

She was in Thailand last year and had no issue doing this by land border Thailand to Laos, however she did pay a fee to an agent to take them over and back

the worst case scenario is they make you buy a ticket back to your passport country. But it's at their discretion if they let you fly somewhere else instead.

Again, that will depend on Immigration. You'll probably have the choice because you haven't actually entered the Country.
