US citizen in Bangkok going to Vientiane to apply for a SECOND 60-day TV.  My current visa will expire on October 9th.  I will leave Thailand on the 9th and go to Vientiane Immigration on the morning of the 10th to apply.  Does it matter that my expiration is on the 9th?  Thanks!

The expire date of the Visa is totally irrelevant. You have to leave before or on the last day of your Admitted Until date stamped in your passport.
