I have just returned to Thailand and completed my 15 day quarantine after being stuck in the UK because of the flight ban. My one year extension of stay for working at my school is due for renewal in September.

I did the TM30 last year and have read that the new rule is that it only needs to be done once, on moving to a new house or condo. I assume that means I don't need to do a new TM30 for my one year extension of stay which is due in October at Chang Wattana.

Is that correct?

While the new ruling is clear (if you are returning to your primary address here where you have previously filed a TM30 you don't need to refile)

I would still go to the Muang Thong Thani location and file a new TM30.

There is no down side to doing it and then you're covered when you apply for your new yearly extension

As I said, I did a TM30 last year and I'm living at the same condo so, from what I've read from officialdom, I don't have to do another one unless I move to a new condo. However, as Monti says, you never know how they will interpŕet the rules.

The hotel where you stayed should have done the address registration as you stayed there, You have to report within 24 hours on returning on your own address

I'm under the impression that a TM30 still needs to be done whenever you enter the country. Each immigration office does have their own rules about TM30.
