I live in the uk but don’t have a British passport how ever I do hold a British travel document and I’m planing to go Thailand do I have to apply for a visa before hand or can I get one on arrival?

There are special passport, for ie. refugees etc. who live in a country different from their nationality.

read the website of the Thai Embassy in your country of resindence, there you will find what to do if having another passport for alien residents.
Often you will have to apply for a visa, long time before the travel.
In the case of Thailand, the e-visa system takes only a couple of days and you get an answer by email. If they grant the visa the email attachment can be printed and shown on arrival

it depends on which embassy you will apply at, which you will find on their website, ie. the Paris Embassy takes around 4 weeks.
Do you have a United Nations international travel document? Used for travel worldwide by someone who is stateless, for the time being. But you'll need to apply to the Thai embassy in London for a Visa.

You won't even be allowed to board a plane without a passport.
Thailand’s visa exemption policies apply to holders of standard national passports. Travel documents, such as British Travel Documents issued to refugees or stateless individuals, are not included in these exemptions. Therefore, if you hold a British Travel Document, you will need to obtain a visa prior to your arrival in Thailand.
