TLDR : Answer Summary
An American traveler inquiring about the necessity of a QR code for their vaccination card while transiting through Singapore received mixed responses. Some commenters stated that it is not needed and that a plain vaccination card suffices, while others mentioned that specific airlines, like Singapore Air, require a QR code, which can be obtained through a government website in California. Overall, the necessity of the QR code appears to depend on the airline and specific travel requirements.
wow.. That semi surprising... They did chabge the testing requirements on me and only purchased a few days out. What *+%~>* Singapore airlines is. Seems silly to to make a flight requiring digital certificates from a country that does not issue them.
I would see if you could get a refund and fly someone else since your flight is so far out in the future.
Down with Singapore airlines.

If you are using Singapore Air you absolutely need the QR code. I was notified by email last week.
In CA there is a government website I had to go to get it.
