Do I understand correctly that even someone holding a retirement visa who is returning to Thailand has to have the equivalent of 20,000 baht to show an Immigration officer?

TLDR : Answer Summary
Yes, holders of a retirement visa may be asked by Thai immigration officers to show proof of 20,000 baht or its equivalent in cash when returning to Thailand, even if it is not a strict requirement. It is advised to be prepared with the cash on hand, as immigration officers can request this for any visa holder.
