Can you apply for a non-o spouse visa while in Thailand?
I saw a reply from Ellie to someone stating it was possible but everything I've read so far states it has to be done via your local embassy and can't be done in Thailand.

TLDR : Answer Summary
The ability to apply for a Non-O spouse visa while in Thailand depends on the type of visa the main applicant currently holds. For example, dependents of a Non-B visa holder can apply for a Non-O spouse visa in Thailand, whereas dependents of a Non-O retirement visa holder cannot. Thus, it is important to consider the specific visa status of the main applicant.
NON-O RETIREMENT VISA RESOURCES / SERVICES
Go to the Retirement Visa Section for information on requirements, including age restrictions, financial requirements, and necessary documentation.
For immediate assistance, contact Thai Visa Centre directly via LINE at @ThaiVisaCentre or Email them.
Explore recent discussions by using the Non-O Retirement Visa tag in the search box at the top of the page.
That depends on what type of visa/extension the main foreigner is staying in Thailand on.
For example..,
- dependants to Non-B holder can do in Thailand.
- dependants to Non-O retirement holder cannot do in Thailand.
and so on.

If you mean in-country Non-O based on being married to a Thai national, you can get it done in Thailand after you enter on visa-exempt, as long as you meet all requirements for an in-country (initial) visa.
(Of course, if your local immigration office sells it.)
it would be the initial 90 day Non-O spouse visa (not extension). Just trying to work out if I can land on the visa free 30 days and apply or just apply for the multi year Non-O visa upfront
