My 1 year marriage visa Multiple Entry obtained without proof of funds at Survanakhet Laos expires on the 20/09/2024
Have the rules changed or can I still go out and back in to thailand on the 19/09/2024 and get 90 days ?

Yes, if you leave on the 19th and return on the 19th you will be given another 90 day stamp. However, you should search the forum prior to leaving and some of the Laos borders do not allow same day return (although, this may only be enforced with visa exemption border runs, I'm not 100% sure, so better to research)
I believe the Mukdahan Savanakhet border does allow it as I have previously done it in one day every 90 days but I will make this trip a day earlier for safety ๐
the new rules just started 2 weeks ago. Chiang Khong and Chiang Saen are requiring people to spend 2 nights in Laos per orders from above. Haven't really received reports if it has happened at other borders, or if it only affects people without a visa. Still a lot unknown.
