TLDR : Answer Summary
The poster inquires about applying for a Non-Immigrant O visa in Laos, specifically whether they need to have funds in a Thai bank account or if funds in a UK account will suffice, based on their previous experience in England. Comments suggest that it is possible to acquire a year-long, multi-entry Non-O visa based on marriage without financial proof at the Thai consulate in Savannakhet, Laos.

, you are talking about completely different things.
A year-long, multi-entry Non-O visa from a thai consulate where you exit/re-enter the country every 90 days for the duration of the year
OR
a 90 day Non-O and then a yearly extension of stay based on marriage from the immigration office. That;s the one that's gonna take 400K baht banked for 2 months before the application or the letter from your consulate stating you get more than 40K baht a month in income.
