Could a guy fly in on a 30 day stamp, extend, land border run, extend, land border run, extend, all consecutively?...in the same year, of course. I know someone who has done the first four months and is wanting to do one more land border run. Thanks!

Depends on how much the customs officer on any particular entry likes the look of you. Your friend is probably better off getting an actual tourist visa. He'll run into trouble using his current method eventually.
