TLDR : Answer Summary
If a work permit visa expires without prolongation, the Thai embassy cannot issue a tourist visa while you are currently in Thailand. You must go through the Thai immigration office instead. If you cancel your existing stay based on employment before March 30, you might be eligible for a 60-day extension of stay due to inability to travel caused by COVID-19.
Then you will have to leave by 11:59 PM of the date your extension of stay is cancelled, OR apply for another extension of stay. IF you don't qualify for another extension of stay, it will be denied and you'll have 7 days to leave Thailand.
For a 60 day extension of stay based on unable to travel due to COVID-19? For the first 60 day extension of stay, I never heard of anyone being rejected. After that, there may be resistance by the immigration offices.
> can the thai embassy provide a tourist visa while in Thailand currently
No they can not. You can only use the Thai immigration office.
If you cancel your current existing of stay based on employment by March 30, you can request a 60 day extension of stay based on unable to travel due to COVID-19
