Currently Thailand has closed all borders, including land borders (excluding Thai citizens or ASEAN), however if you want to go to Thailand you have to respect 14 days of quarantine in a location decided by the Thai government and at their price. These are the provisions currently in force for the states of the document I have published.

For different nationalities , or passports is better to inquire well at the Thai Embassy in the country of origin to avoid unpleasant surprises.
