Can I apply for a re-entry permit for my Non-immigrant ED visa before leaving Thailand?

I am currently studying in Bangkok with Non-immigrant ED visa (first 90 days) with single entry and visa expires in 18 September. I have to go back to my country in the end of July for 5 days.

So, Can I apply for re-entry permit??

and Can I apply it in the Suvarnabhumi Airport before departure???
